Human Resources Manager

Human Resources Department in Property and Casualty Division

Purpose 

Provide leadership while managing all Human Resources functions to include but not limited to employee relations, talent acquisition, performance management, affirmative action program, employee training and development, HR information system, compensation and benefits administration, leaves of absence and workers compensation. 

 
Principal Accountability And Responsibilities â€‹
  • Stay current with employment laws; generate and participate in the development, revision, interpretation and execution of appropriate and relevant Human Resources policies, practices and procedures

  • Provide counsel on human resources matters to employees and management at all levels regarding staffing, managing disputes, termination of employment, coaching and administering the disciplinary process

  • Responsible for recruiting and staffing ensuring appropriate matches are made based on job function requirements

  • Provide guidance and training to management personnel regarding labor requirements dealing with job interviews, performance counseling, pay practices and EEOC mandates

  • Administer the Affirmative Action Plan

  • Oversee benefits, leaves of absence, workers compensation and payroll administration

  • Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements

  • Manage HR information system and ensure compliance in recordkeeping and maintenance of files related to employment and affirmative action requirements

  • Serve as a link between management and employees by handling questions, interpreting or administering policies and help resolve employee work-related concerns

  • Gather data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices

  • Responsible for ensuring work is accomplished in a safe manner and in accordance with established operating procedures and practices

  • Other job related duties as assigned

Experience and Education​

  • Bachelor’s Degree in Human Resources or related field preferred

  • Minimum of five (5) years in a human resources management function preferred

  • Must have solid knowledge of Federal and Guam employment laws and ability to educate business leaders and employees on these laws and apply in handling of employee issues

  • Excellent interpersonal skills to influence and guide all levels of employees, including senior managers and executives both from internal and external parties.

  • Excellent analytical, verbal and written communication skills to accurately document, report and present findings to a variety of audiences including senior management and senior external parties

  • Ability to exercise discretion, confidentiality and independent judgment in the performance of responsibilities
